Alan Bollard
Governor
Reserve Bank of New Zealand

Dr Alan Bollard was appointed as Governor of the Reserve Bank of New Zealand in September 2002.

Dr Bollard's previous positions include:

  • Secretary to the Treasury 1998- 2002. The Treasury manages the Crown's finances and is the Government's principal economic adviser.
  • Chairman of the New Zealand Commerce Commission 1994 – 1998. The Commission is the regulatory authority in charge of the Commerce and Fair Trading Acts, which governs competition between firms.
  • Director of the New Zealand Institute of Economic Research 1987 – 1994 The Institute provides advice on applied economics and forecasting.
  • Dr Bollard has also worked as an economist in a variety of positions in the United Kingdom and in the South Pacific.

Dr Bollard has written a number of books on the New Zealand economy, most recently one on the Global Financial Crisis. He has produced a computer simulation game called Oikonomos where one plays at being the Minister of Finance, and has helped rebuild the famous Phillips hydraulic economic simulation model "the Moniac".

   

Toby Fiennes
Head of Prudential Supervision
Reserve Bank of New Zealand

Toby Fiennes took up his role as Head of Prudential Supervision in November 2007.

The Prudential Supervision Department is responsible for formulation and oversight of policy to promote and maintain a sound and efficient financial system. Major functions include developing and implementing public policy regarding the regulation and supervision of financial institutions which include banks, non bank deposit takers, and insurance companies.

Toby's previous positions include:

  • Reserve Bank of New Zealand: Financial Stability Department, Special Advisor (2005 – 2007)
  • UK Financial Services Authority, Supervision Manager (1998-2005)
  • Manager, Supervision and Surveillance, Bank of England (1993-1998)
  • Various positions in Barclays Bank plc (1982-1993)

Toby holds an MA in Economics from Cambridge University, England.

   

Sarah Mehrtens
Chief Executive Officer
New Zealand Bankers Association

Sarah Mehrtens was appointed Chief Executive of the New Zealand Bankers' Association and General Manager of Interchange and Settlement Limited in September 2009.

Sarah began her career as a solicitor at Rudd Watts and Stone (now Minter Ellison Rudd Watts) in 1989 and moved on to be Senior Legal Counsel for The National Bank of New Zealand from 1994. Before heading the Bankers' Association, Sarah gained five years' experience as an independent consultant regulatory economist.

Sarah has an extensive knowledge of legislative and administrative processes. She has worked with private and public sector entities in the areas of policy, regulation, strategy and planning, contract negotiation, and product development.

Sarah graduated with a Bachelor of Laws and a Bachelor of Commerce in Economics from the University of Otago in 1989. She was admitted as a barrister and solicitor of the High Court of New Zealand in 1990, and became a Fellow of the Financial Services Institute of Australasia in 2009.

   

Kevin McDonald
Chief Risk Officer
ASB Bank, New Zealand

Kevin joined ASB in January 2010 to take up the role of Chief Risk Officer. Prior to his current role, Kevin worked for Royal Bank of Scotland International where he was the Chief Risk Officer. Earlier in his career he worked for the UK Financial Services Authority, where he was responsible for leading complex risk reviews, and Barclays Bank where he ultimately became Head of Business Risk for the UK Personal Financial Services business.

   

David Watts
Chief Risk Officer
Westpac Banking Corporation, New Zealand

David Watts joined the Executive Team of Westpac New Zealand Ltd in October 2009 taking on the position of Chief Risk Officer.  David is responsible for all aspects of risk management, including credit risk, credit restructuring, operational risk, market risk, funding & liquidity risk, compliance and security.  He is a member of the Executive Management Team, Chairman of the Executive Risk and Audit Committee, Chairman of the Asset & Liabilities Committee, a Director of 9 subsidiary boards and a Trustee for the Westpac Employees Superannuation Scheme.  Before joining Westpac David had a successful 17 year career at National Australia Bank where he was Chief Risk Officer for Australia.  Prior to entering banking, David enjoyed 10 years as a Certified Practising Accountant.  He has studied at the Wharton Business School, INSEAD, Deakin University and the Royal Melbourne Institute of Technology and is currently based in Auckland, New Zealand.

   

John Miles
Head of Financial Institutions, Australia and New Zealand
Fitch Ratings

John Miles is senior director in Fitch Ratings’ financial institutions group.  As Head of Financial Institutions Australia and New Zealand, John is responsible for analytical coverage - generating ratings and research - for major banks and insurance companies. John has also been actively involved in Fitch’s Asian coverage, undertaking bank and insurance rating assignments in Malaysia, the Philippines, Indonesia and Vietnam.

John has a comprehensive understanding of financial institutions having worked for 25 years in rating agency and banking roles. Prior to joining Fitch in 1997, John worked in corporate and commercial banking with Suncorp-Metway after having commenced his career with ANZ Banking Group.

John earned an MBA (accounting major) with University of Queensland and a commerce degree with University of Central Queensland.
   

Richard Kirkland
Enterprise Risk Services Partner

Richard is a partner in Deloitte New Zealand’s Enterprise Risk Services practice, where he leads the firm’s risk consulting services. He is also a member of the global firm’s Global Financial Services Industries (GFSI) Risk and Capital Management service line.
Richard has over 25 years of financial and risk management experience and consults across Australia, New Zealand and Asia-Pacific in the fields of Strategic Risk, Regulatory change, Enterprise Risk Management, Credit and Operational Risk Management, Policy Development and Corporate Governance.

Prior to joining Deloitte Richard held senior positions with Westpac Banking Corporation, the Development Bank of Southern Africa and Swiss Reinsurance with responsibilities covering: Risk Strategy, Commercial / Business Credit Risk, capital and solvency management, Operational Risk and Program management.

Richard has been actively involved in helping clients in New Zealand, Australia and throughout Asia prepare for the new global regulatory capital regime (Basel II) for the past 11 years.

He also works closely with banks and non-bank financial institutions in proactively responding to regulatory change and associated impacts on their respective business operating models. The changes include Prudential regulation (Basel III), Market Conduct regulation (Financial Advisers Act) as well as other international regulations and requirements (AML/CFT and FATCA).

   

Paul Skillender
Senior Partner
PricewaterhouseCoopers, New Zealand

Paul is the Partner and national leader of our New Zealand Financial Risk Management (FRM) and Actuarial practices and one of the country's leading financial risk advisers. He is also the New Zealand PwC financial services advisory leader.

Prior to joining PricewaterhouseCoopers, Paul worked for the Reserve Bank of Australia (now part of APRA). In this role he was responsible for leading and participating in treasury, market and credit risk review teams for the regulator's risk reviews for a range of Australian and international banks. He was also responsible for analysing and assisting applicants for an Australian banking license. He completed a number of these with the last being the successful application by Rothchilds for its Australian banking license.

Since joining PricewaterhouseCoopers, over the last 10 years, Paul has provided financial services advice for clients in New Zealand, Australia and Asia, as well as acting as an international expert on bank regulation in countries such as the Middle East and the United Kingdom. He has worked extensively with both the Reserve Bank of New Zealand and APRA, and has senior level contacts in both organisations with which he has good working relationships.

Paul holds a Master of Applied Finance from Macquarie University, and a Bachelor of Business (Finance, Law and Accounting). He is a Certified Treasury Practitioner with the Australian Finance and Treasury Association (CFTP).

   

Peter Sikora
Director, Financial Institutions Ratings Group
Standard & Poor's, Australia

Peter Sikora is a Director and the Analytical Manager for the Pacific within the Financial Services Ratings Group. He has analytical responsibility for financial institution ratings in Australia and New Zealand. Peter has significant experience analysing financial institutions in Australia and New Zealand, and the South East Asia region. Additionally, Peter has worked as a senior analyst within the Corporate Ratings Group for five of his 19 years with Standard & Poor's.

Before joining Standard & Poor's in 1991, Peter spent six years as a corporate lender within the commercial banking sector. Peter has a Bachelor of Commerce (Economics, Accounting, Marketing, and Commercial Law) degree from Deakin University, and is a Fellow of Finsia.

   

Chris de Wit

Chris is in the Ernst & Young Wellington practice and leads our Financial Services Risk Management Advisory service offering. Chris coordinates the New Zealand CRO Forum and leads a number of cross-industry groups focusing on relevant regulatory, compliance, risk and performance issues. Chris has previously lived and worked in Christchurch, Singapore, Amsterdam and Auckland. During his 15 years with the firm Chris has focused on risk management, governance, process improvement and internal audit. Chris is a Chartered Accountant and Certified Internal Auditor. Prior to moving to Wellington, Chris primarily focused on the financial services sector where he has been involved in developing risk solutions for banks complying with Basel II, Anti Money Laundering compliance requirements in Australia and more recently developing risk frameworks for newly regulated Non-Bank Deposit Takers. Chris is married with three primary school aged children and enjoys fishing and football.

   

Steven Lim
Partner, Risk and
Capital Management, Pricewaterhouse Coopers Australia

Steven is a partner in PwC Australia’s Risk and Capital Management practice, where he leads the Australian firm’s capability in credit risk advisory services.  He joined PricewaterhouseCoopers’ in 2003 and has previously worked for several financial services companies and consulting firms.

He has worked extensively with all of the major Australian banks on a number of credit risk and Basel II related projects, including: Basel II capital optimisation, Basel II Advanced Internal Ratings Based models and Credit risk collective provisioning. More recently Steven has been advising the major Australian banks on the challenges posed by the proposed Basel III funding and liquidity rules and the implications for their businesses.
In addition Steven has considerable experience in the insurance sector, and advises on the areas of capital optimisation, risk-based pricing and customer lifetime value.

   

Andrew Harmer

Andrew has over 20 years’ experience in advising financial institutions in Australia. He established and leads the firm’s Financial Services Risk & Regulatory Practice in Australia and is a member of the firm’s global regulatory strategy group. His experience has covered all major aspects of financial services, including risk management, capital management, accounting, auditing and prudential supervision. 

Andrew has assisted Australia’s major financial institutions on regulatory matters covering risk and capital management across, credit, liquidity, operational and market risk. He was a leading advisor to number of banks on the implementation of the Basel II framework in Australia.

During the financial crisis he completed a secondment as the Group Chief Risk Officer of a major Australian insurance conglomerate where he led the transformation of the risk function working closely with the Board in enhancing the effectiveness of the risk function.

 

Noel McNamara

Noel McNamara is Chief Executive Officer of HSBC’s operations in New Zealand.

Mr McNamara is responsible for the Group’s businesses in New Zealand encompassing personal and commercial financial services, trade finance, treasury and financial markets, corporate banking, investment advisory and securities custody services.

Mr McNamara was previously Head of Corporate Banking for HSBC Bank Australia Limited, a post he held from 2007 until August 2011. He first joined HSBC in 1995 and has worked in branch operations, corporate banking, trade finance and commercial banking in the Group’s Australian operations.

 

Dr David Tripe
Associate Head, School of Economics & Finance Director,

Massey University, New Zealand

David Tripe is the Director of the Centre for Financial Services and Markets at Massey University. The Centre expands on the work of its predecessor, the Centre for Banking Studies, and now has a broad remit to look at both banking and other areas of financial services and markets in New Zealand, including financial advisory services and capital markets (including share markets, interest rate and foreign exchange markets, derivatives, etc).

David has been teaching Banking at Massey since 1994 and is also Associate Head of the School of Economics and Finance. For much of the previous 20 years he was working in banks, not only in retail and systems areas, but also in some corporate banking and treasury interface functions. 

David has a PhD in Banking. His particular research interests include bank performance (including studies of efficiency and productivity), banking system oversight (with a particular emphasis on New Zealand), issues around the foreign ownership of the New Zealand banking system (and the systems of other countries with significant foreign ownership), and payment systems.

 

Martin Philipsen
Acting Chief, Executive Officer
New Zealand Bankers Association

Prior to becoming the Acting Chief Executive of the NZ Bankers Association, Martin was with the Bank of New Zealand holding various senior executive positions in Treasury and Wholesale Banking. Martin also held the role of Chief Financial Officer for BNZ and spent time in Australia with National Australia Bank before being appointed Chief Risk Officer. Prior to joining BNZ, Martin worked in London with a large international accounting firm and a British merchant bank, where his interest in banking developed. With over 25 years banking experience, Martin has developed extensive knowledge with particular expertise in leadership, treasury, risk management and finance. Outside work Martin enjoys spending time with his family, he is a follower of the 'beautiful game' (football), tennis, trout fishing and enjoys a wide range of music.

 

Simon Jensen
Special Counsel
Buddle Findlay Lawyers, New Zealand

Simon Jensen is a special counsel at Buddle Findlay in Wellington.
He specialises in giving regulatory advice to banks and other financial sector organisations.  He has a particular interest in prudential supervision of the banking and finance sector and payments rules and standards. 

Prior to joining Buddle Findlay, Simon had 15 years as general counsel for Westpac Banking Corporation in New Zealand.  During that time he worked closely with the Reserve Bank of New Zealand on prudential issues affecting Westpac Banking Corporation in New Zealand.

He advised a number of parties on the Open Bank Resolution policy, and has presented previously on Basel 3.
   

Godfrey Boyce

Godfrey has been an audit and advisory partner at KPMG since 1996. He has over 26 years' of audit and advisory experience across a wide range of clients. He heads KPMG's advisory services to the financial services industry and government sector and is the Wellington office managing partner. Godfrey heads KPMG New Zealand's financial risk management practice and has worked in a number of KPMG overseas offices. His current audit clients include ANZ National Bank, The Treasury and TSB Bank. Godfrey has worked closely with many Audit Committees since his appointment as partner.

   

Michal Amzallag

Michal is a specialist in Regulatory Compliance and Anti Money Laundering/CFT Legislation. In 2011 she joined KPMG's Financial Risk Management team to work on Regulatory changes that will impact the financial services industry over the next few years. She has a Masters in Law in Banking and Finance Law and has extensive regulatory compliance and legal experience. She has spent over five years in compliance advisory and management roles in financial institutions. Michal's detailed knowledge of the regulatory and compliance requirements combined with her understanding of financial institutions' policies and procedures, gives her a strong ability to identify commercial opportunities where regulatory roadblocks exist and assist the business in reaching commercial decisions when rules clash with practice. Michal is a Certified Anti Money Laundering Specialist (CAMS) and a member of the Association of Certified Anti Money Laundering Specialist (CAMS), Association of Certified Anti Money Laundering Specialists (ACAMS) and the Association of Certified Fraud Examiners (ACFE).

   

Ceri Horwill

Ceri is the leader of KPMG Auckland's financial and regulatory risk management practice. She specialises in accounting and regulatory issues for financial institutions and provides regulatory and compliance advice for financial service clients. Ceri has a deep and detailed knowledge of financial instruments accounting, financial products, financial services businesses and regulation and financial risk and a strong ability to explain complicated concepts in simple and easy to understand language.Ceri is responsible for leading KPMG's roll out of some of the complex new regulatory and capital requirements which will impact the financial services industry over the next few years (Basel III, FATCA, Dodd-frank etc.) and frequently presents on these topics. Nico DeLange

Nico de Lange is a Director – Financial Institutions Ratings, of Standard & Poor’s Ratings Services.

Based in Sydney, Australia, Nico has analytical responsibility for non bank and bank financial institution ratings in Australia and New Zealand.

Prior to joining Standard and Poor’s Nico was employed by the South African Reserve Bank, Bank Supervision Department, heading the Risk Specialist section responsible for Pillar 2 and Pillar 3 of Basel II.

Nico is an Associate of the Chartered Institute of Management Accountants. He holds a Bachelor of Commerce from the University of Stellenbosch (South Africa).

   

Stuart Baxter

Stuart is an expert in credit risk management with over 15 years professional experience in international markets.  He has expertise in credit scoring, strategy design, portfolio management, credit analytics and value modelling.  Stuart leads the Veda Advisory Services function in New Zealand providing intelligent business solutions across the credit life cycle.

Stuart previously worked for Barclays as a Senior Credit Risk Manager (credit cards) including a 5 year assignment in South Africa following the Barclays acquisition of ABSA Bank.  Prior to that he worked for Experian UK as a Consultant specialising in risk modelling & decisioning.  He has extensive experience in developing credit risk solutions in comprehensive credit reporting environments in UK/SA.

   

Tracy Pennell
Business Transformation Leader

As the Business Transformation Leader for Veda New Zealand, Tracy is responsible for leading Veda from a negative to a comprehensive credit reporting environment.
With a deep understanding of Comprehensive Reporting, Tracy represents Veda on RCANZ and is also a member of the associated Data Standards and Reciprocity sub groups.

Tracy has over 10 years professional experience within the banking and finance sector.  Her roles in the past 5 years have focused on leading businesses through periods of change and this has included launching multiple credit card products, composing premium valuation models and in recent times defining Veda’s Comprehensive Reporting program. Tracy also has considerable experience in strategy development, customer insight and portfolio analytics.

   

Tim Main
New Zealand Treasurer
Bank of New Zealand

Tim originally joined BNZ in December 2004 as Treasurer working in the Wellington office. After a relatively short period, Tim moved to NAB in Melbourne in late 2005 to take up the roll of Regional Treasurer Australia, which focused on managing balance sheet risks for the retail and business banking operations of NAB’s Australian operations.  In October 2010, Tim transferred back to BNZ as Treasurer, based in Auckland.

Tim’s responsibilities as Treasurer cover all wholesale funding, liquidity, capital and interest rate risk in the balance sheet.  He also owns and operates the transfer pricing system which is important for ensuring the business has clear transperancy on product margins.  A key project that Tim’s Treasury team has been developing is a covered bond capability for BNZ, which allows the bank better access to overseas funding.

Prior to BNZ, Tim worked for 16 years at ANZ Bank in Wellington, 8 as Treasurer and 8 in economics roles including 3  as Chief economist.  Prior to this, Tim spent 3 years with the Reserve Bank of NZ. 

Tim is married to Lyn, and they have three children aged 18, 20 and 23 years.  Outside work Tim enjoys regular exercise through running, cycling, gold detecting and occasional deer hunting.
